Air Force ROTC Detachment 755 and Universidad Ana G. Méndez Sign Historic Agreement Expanding Air Force Commissioning Opportunities Across Puerto Rico

Air Force Reserve Officers' Training Corps (AFROTC) Detachment 755 and Universidad Ana G. Méndez (UAGM) recently signed a Non-Host Agreement, expanding Air Force commissioning opportunities for college students across Puerto Rico and strengthening the partnership between the Department of the Air Force and higher education, June 24, 2026.

The agreement establishes UAGM as the newest university partner of AFROTC Detachment 755 and expands the detachment’s academic footprint across the eastern half of Puerto Rico. Students now have the opportunity to complete AFROTC coursework at three locations: the University of Puerto Rico–Río Piedras, Inter American University of Puerto Rico–Bayamón, and Universidad Ana G. Méndez–Gurabo, providing greater accessibility and flexibility for students pursuing a commission as an Air Force or Space Force officer while earning their college degree.

The expanded network reduces travel requirements, removes barriers to participation, and increases access to leadership development, Air Force scholarships, professional military education, and career opportunities for students throughout the region.

The agreement also establishes a foundation for future academic collaboration, including the continued development of an Air Force Leadership academic minor and other initiatives designed to strengthen partnerships between the Air Force and Puerto Rico’s institutions of higher education.

“Today’s signing represents more than a new partnership, it represents expanded access,” said Col. Robby Modad, commander of Air Force ROTC Detachment 755. “Every qualified student deserves the opportunity to lead and serve. By partnering with UAGM, we’re extending that opportunity to more students than ever before while strengthening the Air Force’s investment in Puerto Rico. Together with Detachment 756, our detachments commission 100 percent bilingual officers who bring exceptional talent, cultural awareness, and leadership to the Air Force and Space Force.”

Detachment 755’s expansion supports a student population of more than 118,000 across its university partnerships, including approximately 5,000 STEM students, significantly increasing access to Air Force officer commissioning opportunities throughout eastern Puerto Rico.

AFROTC Detachments 755 and 756 are the only two AFROTC detachments on the island, collectively commissioning 100 percent bilingual officers into the United States Air Force and United States Space Force. Their graduates provide the Department of the Air Force with culturally diverse, multilingual leaders prepared to serve in today’s global operating environment.

The agreement reflects the Air Force’s continued commitment to investing in Puerto Rico’s future leaders by expanding educational access, strengthening university partnerships, and creating additional pathways to military service.

Established in 1951, Air Force ROTC Detachment 755 has commissioned more than 700 Air Force officers, including five general officers. As one of only two Air Force ROTC detachments in Puerto Rico, Detachment 755 develops leaders of character through academic instruction, leadership laboratories, physical fitness, and professional development while preparing 100 percent bilingual cadets for service as officers in the United States Air Force and United States Space Force.
